Acciona Construction seeks a qualified HSE Manager for the South Commuter Railway Project in Metro Manila. The role involves overseeing and supporting the development of an effective HSE Management system across the project. Ensure the system is communicated, maintained, and compliant with client requirements and legal regulations. Supervise HSE personnel and promote quality performance throughout the organization.

Collaborate with the client, project team, regulatory agencies, consultants, subcontractors, and suppliers on HSE matters. Build positive working relationships and provide training tools and techniques. Liaise to ensure the HSE system functions properly and advise on necessary changes.

Support environmental plans, worksite management, and waste reduction initiatives for project offices. Analyze nonconformities, establish corrective actions, and monitor customer satisfaction. Contribute to briefings and annual reports, driving HSE excellence in construction.

Requirements

  • At least 12 years of construction related experience, 5 of which must be in railway projects and 5+ years in a manager role
  • Bachelor’s Degree in an Applied Science or Engineering
  • Experience supervising HSE personnel and evaluating performance
  • Knowledge of developing HSE management plans including EPP’s, SMP’s, and ITPs
  • Familiarity with legal and regulatory HSE legislation in construction
  • Ability to assess supplier specifications against customer and legal requirements
  • Skills in coordinating HSE standards, technical procedures, and inspection programs

Responsibilities

  • Oversee, guide and actively support the development and implementation of an effective HSE Management system across the project
  • Ensure the HSE system is adequately communicated, maintained and compliant with client requirements and all legal and regulatory legislation
  • Work with the client on HSE related matters and build positive working relationships with project personnel and the client
  • Supervise and evaluate the HSE personnel and other staff professionals
  • Promote quality achievement and performance throughout the project organization
  • Support and develop the Environmental Plans for the Project Offices and direct their implementation
  • Provide training, tools, techniques and conduct training sessions for project staff to achieve HSE requirements
  • Analyze nonconformities and deviations, establish corrective preventive actions and monitor their effectiveness
