
About this role
Masdar, the UAE’s clean energy champion active in over 40 countries, seeks a CDM Coordinator to lead implementation of Construction (Design and Management) Regulations 2015 across offshore renewable energy and Battery Energy Storage projects. The role ensures stakeholders follow safe by design principles and comply with CDM requirements. It focuses on regulatory compliance, risk mitigation, and reducing liability for the Global Offshore Wind & UK portfolio.
Day-to-day involves overseeing CDM compliance from construction to operations, interpreting legal clauses in EPC, O&M, and supply contracts. Review Pre-Construction Information and Construction Phase Plans for conformity. Serve as escalation point for high-severity incidents and non-compliance.
Work within a collaborative environment supporting Global Offshore Wind & UK strategy, aligning with net-zero 2050 objectives and major hazard infrastructure practices. Engage with project stakeholders across domestic and international assets. Promote safety by design in early-stage processes to enhance asset reliability.
Drive continuous improvement through site audits, incident investigations, and QHSE system enhancements. Contribute to industry efforts harmonizing CDM guidance for offshore renewables. Leverage digital platforms for tracking compliance and performance metrics.
Requirements
- In-depth knowledge of CDM Regulations 2015 and enforcement in project documentation
- Experience ensuring compliance in offshore wind and Battery Energy Storage projects
- Familiarity with ISO 45001, 14001, 9001 standards and QHSE management systems
- Ability to interpret CDM clauses in EPC, O&M, and Equipment Supply contracts
- Proficiency in hazard identification, risk mitigation, and safe by design principles
- Skills in conducting audits, inspections, and regulatory compliance reviews
- Competence in incident investigation, lessons learned extraction, and corrective actions
Responsibilities
- Lead implementation of Construction (Design and Management) Regulations 2015 across offshore renewable energy and Battery Energy Storage projects
- Oversee CDM compliance across all phases from construction to operations
- Review and validate Pre-Construction Information (PCI) and Construction Phase Plans (CPP)
- Champion integration of Safe by Design principles from concept to commissioning
- Conduct regular site audits, inspections, and compliance reviews at offshore and onshore locations
- Facilitate development of design risk assessments and residual risk registers
- Lead incident investigations and implement corrective actions
- Leverage digital platforms to track CDM compliance and analyze performance metrics
