About this role
We are seeking a dynamic Travel Construction Manager (Civil Engineer) to support the FAA Eastern Service Area under the NISC IV contract. Provide construction oversight for Air Traffic Control facilities across the eastern third of the US and Caribbean, coordinating with Project Engineers, Contracting Officer Representatives, and Contracting Officers. Must be located in the eastern part of the US.
Monitor construction activities on-site, report progress and issues, and ensure alignment with project scope, schedule, and objectives. Provide coordination and quality assurance to execute activities per approved plans, specifications, and regulatory requirements. Assignments typically last several weeks to months.
Lead and manage large-scale construction projects and field operations as primary point of contact for contractors, engineers, and stakeholders. Review RFIs, submittals, shop drawings, and work plans while supporting engineering coordination and constructability reviews. Track progress, risks, deviations, and resolve technical challenges across disciplines.
Perform duties in active construction environments, navigating uneven terrain and varying conditions. Access elevated areas using ladders and stairs up to 12 flights, work in noisy mechanical rooms, and occasionally lift up to 25 pounds. Support inspections, commissioning, project closeout, and maintain accurate reports and as-built documentation.
Requirements
- Bachelor of Science in Civil Engineering (ABET accredited) with 10+ years of experience in construction of commercial, industrial, or government facilities
- Strong knowledge of construction methods, plans/specifications, building materials, and applicable codes and quality standards
- Proven ability to coordinate effectively with contractors, engineers, and government stakeholders
- Proficiency in Microsoft Office, Google Workspace, and construction document review tools (e.g., Bluebeam or similar)
- Ability to obtain and maintain a Public Trust clearance, work flexible schedules (including nights/weekends), and meet travel requirements (valid driver’s license and passport)
- Perform essential field duties in active construction environments, including navigating uneven terrain and varying environmental conditions
- Access elevated work areas using ladders and stairs (up to 12 flights), including in situations where elevators are unavailable or not in service
Responsibilities

- Ensure contractor compliance with client safety policies, regulatory standards, and contract requirements through active field oversight and construction quality assurance
- Monitor construction progress, identify risks, track deviations, and resolve complex technical and construction challenges across multiple disciplines
- Review RFIs, submittals, shop drawings, and work plans while supporting engineering coordination, constructability reviews, and field-driven design adjustments
- Support inspections, commissioning, and project closeout, including tracking and resolving punch list items
- Maintain accurate reports, as-built documentation, and communicate project status, risks, and updates to stakeholders
