About this role

The Health Safety & Environmental Manager reports to the Sr. Manager of Health Safety and Environmental and supervises Safety Officers and Fire Watch contractors in San Diego. This role coordinates a comprehensive on-site Injury & Illness Prevention Program (I2P2), covering fire protection, hazardous materials, and waste management across project sites and offices. It ensures robust safety protocols in maritime shipyard and construction operations.

Day-to-day duties include overseeing accident and injury investigations, coordinating Longshore Harbor Workers Compensation claims, and verifying compliance with 29 CFR 1910, 1926, 1915, and CA Title 8 regulations. The manager conducts safety audits alongside subordinates, inspects crew and fire watch schedules, and performs on-site checks with clients to evaluate conditions and practices. Assistance in developing hazard control systems is also key.

In this team environment, the role supervises health, safety, fire watch, and environmental staff while providing counsel to California production management on corporate, state, and federal regulations. Coordination of training programs for supervisory, production, new hires, and contractors fosters a compliant workforce. Periodic advice to management highlights safety program status and new techniques.

Growth opportunities involve measuring hazard control effectiveness, recommending improvements to reduce accidents, and acting as a Compliance Champion to promote a culture of safety organization-wide. Specialized programs on LOTO, harness use, and confined space entry communicate critical information. Environmental compliance maintenance covers hazardous wastes, air permitting, and Navy carbon footprinting.

Requirements

  • Knowledge of 29 CFR 1910, 1926, 1915 and CA Title 8 occupational safety regulations for maritime shipyard and construction
  • Familiarity with Navy yard, BAE, EPA environmental regulations applicable to California operations
  • Experience investigating accidents, processing LSHW claims and determining log recordability
  • Ability to conduct safety audits, inspections and evaluate workplace hazards
  • Proficiency in developing hazard control systems, preventive programs and training materials
  • Skills in compiling and analyzing safety statistical data and root cause evaluations

Responsibilities

  • Provide advice to production management on corporate, city, state and federal compliance regulations
  • Compile, analyze and report accident, loss and exposure data for California operations
  • Supervise health, safety, fire watch and environmental staff activities
