About this role

The Construction Cost Manager works within the Project Controls / Cost Management function, reporting directly to the Project Director and/or Senior Project Manager. Responsible for overall project cost management, including job cost reporting setup, monthly forecasting (EAC), change management, and leading 5-10 Cost Engineers. This fully onsite role at the jobsite near Childress, Texas, maintains construction pace through timely subcontractor approvals.

Day-to-day involves establishing project job cost reports with budgets, commitments, forecasts, contingencies, and actual costs. Oversees monthly cost report preparation, review, and reconciliation for accurate distribution. Tracks costs by bid package, field order, and client-defined change categories across all tools.

Leads change order management, validating scope, pricing, and compliance while reviewing subcontractor proposals. Prepares monthly forecasts identifying trends, risks, and opportunities, partnering with Project Managers on recovery plans. Manages contingency usage and cost risk mitigation recommendations.

Serves as primary cost interface with clients, owners, subcontractors, and internal leadership during reviews. Provides direct oversight to Cost Engineers on reports, takeoffs, and procedures. Supports project closeout with final reconciliations and subcontract closeouts.

Requirements

  • Experience in construction project cost management and reporting
  • Proficiency in monthly forecasting (EAC) and cost trend analysis
  • Knowledge of change order validation and subcontractor proposal review
  • Background in tracking costs by bid package, field order, and change categories
  • Skills in managing contingencies, allowances, and cost risk mitigation
  • Familiarity with job cost reconciliation across project control tools
  • Ability to lead and oversee Cost Engineers in standardized procedures
  • Experience interfacing with clients, owners, and subcontractors on cost matters

Responsibilities

  • Establish and maintain project job cost reports, including budgets, commitments, forecasts (EAC), contingencies, allowances, yet-to-buys, and actual costs
  • Oversee monthly cost report preparation, review, and reconciliation prior to distribution
  • Prepare and manage monthly project forecasts (EAC), identifying cost trends, risks, and opportunities
  • Lead change order management and validation, including scope review, pricing validation, and contractual compliance
  • Review and approve subcontractor change proposals for accuracy and alignment
  • Work directly with subcontractors, vendors, and consultants to validate pricing and resolve issues
  • Provide oversight and direction to Cost Engineers, reviewing reports and ensuring standardized procedures
  • Serve as primary externally facing cost representative to clients and owners
