Stimulus Technologies, a leader in technology services bridging the digital divide, seeks a Construction Manager as the owner's representative with direct authority over field construction for broadband and fiber projects. This role oversees Stimulus-employed Resident Engineers, third-party contractors, and serves as the primary accountability point between field operations, the engineering firm, and project management. Projects include SLFRF, FFA grants, and BEAD-funded fiber deployments across rural Nevada, Missouri, California, and Oregon with strict regulatory timelines.

The Construction Manager ensures commitments are met safely, on schedule, within budget, and to spec through hands-on oversight of all OSP fiber optic construction phases, including aerial, underground, and buried plant installation. Daily duties involve conducting site visits to verify quality, safety, and timelines, while managing contractor performance and adherence to contract terms. Responsibilities also include reviewing pay applications, change orders, and coordinating permits prior to construction starts.

In the field, manage day-to-day relationships with construction partners, subcontractors, and vendors, holding them accountable to delivery schedules and quality expectations as the escalation point for issues. Oversee the contracted engineering firm as owner’s representative, directing Resident Engineers and field inspectors to meet Stimulus standards. Review and approve their inspection reports, daily logs, and as-builts before acceptance into company records.

Requirements

  • Direct experience managing OSP fiber optic construction projects including aerial and underground installations
  • Knowledge of 811 rules and regulations for utility locates
  • Proven ability to oversee third-party contractors and hold them accountable to contract terms
  • Familiarity with broadband grant-funded deployments such as SLFRF, FFA, and BEAD programs
  • Expertise in coordinating permitting processes and resolving field constructability issues
  • Skills in reviewing engineering inspection reports, daily logs, and as-built documentation
  • Ability to monitor project budgets, forecasts, and escalate cost or schedule risks

Responsibilities

  • Oversee all phases of OSP fiber optic construction including aerial, underground, and buried plant installation
  • Ensure construction activities comply with project plans, specifications, permits, and applicable codes and standards
  • Conduct regular site visits to verify construction quality, safety compliance, and adherence to project timelines
  • Manage contractor performance and hold construction crews accountable to contract terms and workmanship standards
  • Review and approve contractor pay applications, change orders, and project closeout documentation
  • Coordinate with the Permitting Manager to ensure all required permits and approvals are in place prior to construction
  • Serve as owner’s representative in all field interactions with the contracted engineering firm
  • Oversee Resident Engineers and field inspectors provided by the engineering firm
