ROWE Professional Services Company, an employee-owned full-service consulting firm specializing in civil engineering, surveying, aerial mapping, LIDAR, landscape architecture, planning and land development, seeks an experienced Senior Project Manager & Business Development Leader. This role drives long-term growth of ROWE’s South Carolina market by working closely with executive leadership to expand business presence and develop client relationships. Initial focus centers on business development and growth strategies in a hybrid position based out of Georgetown, SC.
The professional leads business development locally to grow the client base and expand services while identifying strategic office locations in South Carolina and nearby states. They attend professional workshops, meetings, and marketing events like SCDOT, ACEC, and ASCE to secure future work for small and large-scale projects. Responsibilities include preparing proposals, overseeing project selection, and directing engineering tasks with quality control.
Day-to-day involves leading cross-discipline collaboration at South Carolina offices, overseeing project budgets, teams, schedules, and staff assignments. Maintain project documentation, provide direction and training to junior staff, and mentor on project scopes, budgets, and staffing plans. Help identify key hires and build a South Carolina candidate pipeline.

Requirements
- Bachelor’s degree in civil engineering
- South Carolina Professional Engineer License
- 15+ years of civil site or municipal design experience, including 5+ years as a Project Manager/Business Development Manager
- Experience in site and road design; hydraulic analysis; sanitary sewer and water main design; preparing permits; and bid book and specification development
- Strong understanding of AutoCAD, Civil 3D, and MicroStation capabilities
- Compassionate and enthusiastic leadership skills
- Detail-oriented and analytically minded
- Willingness to travel throughout South Carolina
Responsibilities
- Work directly with executive leadership to identify and establish strategic office locations in South Carolina and nearby states
- Lead business development locally to grow client base and expand services

- Attend professional workshops, meetings and marketing events (SCDOT, ACEC, ASCE)
